The colonial government on the island is a representative gerontocracy where the elders of each of the three races. The first Council of 15 was established when it was decided that each race be represented by the five oldest members. Each representative serves one term before being replaced by the next oldest in line. After three terms out of office, the representative may return to the Council of 15.
The terms and conditions for representation on the Council of 15 varies by race:
Elves serve for ten (10) years and must be 140 years of age.
Humans serve for four (4) years and must be 21 years of age.
Halflings serve for six (6) years and must be 21 years of age.
The first Council of 15 consisted of (with ages):

Halflings - Bern Telvar (45), Rand Glimmerling (39), Stephanie Glimmerling (38), Amanda Telvar (24)
The halflings only had four members because they only had four adults in the expedition. Prisca Glimmerling would ascend the the vacant spot in year 14 on the calendar when she turned 21. The other four Halfling members would keep their positions until year 19.
